This study aimed to modernize the administrative operations of the City of Ilagan Gay Association (CIGA) by developing "Cybernated Intelligence for Gays in Action," a specialized web-based record management system designed to replace outdated and inefficient manual paper processe. Utilizing an iterative software development methodology, the researcher designed and implemented the platform using PHP, JavaScript, and MySQL, subsequently evaluating its performance with 30 purposively selected respondents—comprising 25 end-users and five IT professionals—against the ISO/IEC 25010 quality model. Evaluation results revealed a weighted grand mean of 4.28, signifying the system is "Highly Compliant" with international software quality standards, specifically excelling in usability (4.41), functional suitability (4.35), and security (4.35). The research concludes that the transition to this digital platform effectively addresses organizational bottlenecks and enhances the capacity for secure, reliable, and transparent administrative management. Future enhancements should prioritize improving interoperability with broader government databases and integrating advanced security protocols like multi-factor authentication to protect sensitive data. Practically, this technological intervention serves as a sustainable management model, providing a scalable template for other marginalized social associations seeking to digitize their unique organizational workflows.
