Demand for tapioca and mocaf as a strategic substitute for imported wheat flour in Indonesia now requires supply chains that are not only efficient but also protected from any haram or najis contamination, in line with national halal policies for food products. The study conducts a systematic literature review to trace the evolution of research, theoretical lenses, indicators, and variables used to design halal supply and value chains. Its significance lies in a novel methodological integrated of PRISMA protocol, R‑Studio bibliometric analysis, and integrated VIKOR with elbow based on clustering within a PICOS to identify the most influential contributions paper. The results screening used PRISMA identified 291 papers, retaining 76 eligible papers. VIKOR simulations used k = 2 and k = 3 structures with a weighting coefficient of 0.5, producing 9 core publications at elbow points with values of 0.04 and 0.06. Gap analysis focused interpretation of the dendrogram isolated three challenge papers on halal certification and supply chain. The state-of-the-art assessment positioned this work at the intersection of halal chain governance and value chain perspectives, employing validated multi-criteria decision-making with Soft System Dynamics Methodology to enhance halal chain design for tapioca and mocaf agro-industry.
