Resumen

Time estimation in construction maintenance planning is mostly based on experience and therefore leads to a failure in scheduling, allocation of labor and cost variability. The paper explores and tests a statistically proven framework of work-measurements to normalize the time of standard building-maintenance processes. A field study was done through observational field study that was based on the video-based time-motion recording and work breakdown structure (WBS) decomposition. The Westinghouse performance rating system and structured allowance modeling system were used to convert observed times to basic and standard times. The reliability and variability were checked using descriptive/inferential statistical analysis that comprised the use of mean, standard deviation, coefficient of variation, and estimation of the 95% confidence interval. The findings indicate that there is a high degree of heterogeneity in maintenance activities, especially those between structural repair and finishing activities, which proves the need to benchmark tasks. The results prove that statistically tested time standards promote the precision of schedules, the productivity evaluation, and the planning of life cycle costs. Generally, the research offers transferable and data-driven evidence-based building maintenance management.
